Welcome Message from the Director

Land is a precious resource in Hong Kong. The Lands Department was established in April 1982 to manage all land matters in Hong Kong. We have been committed to maintaining an effective land management system to make good use of land resources and meet the changing needs of society.

Our responsibilities include land granting, valuation, acquisition and clearance of land, enforcement of lease terms, and land control and management. We are also the Government's specialist agency for surveying, mapping and geospatial data, responsible for providing and managing geospatial information on Hong Kong in both digital and printed form for use by the community and the public.

The Lands Department consists of three specialist offices, namely the Lands Administration Office, the Survey and Mapping Office and the Legal Advisory and Conveyancing Office. This page introduces our functions and also contains relevant reference materials.

Public Information

The government should use the resources available to it to provide quality services to the public. To achieve this objective, the Government recognises the need for the public to be fully informed about the Government and the services it provides, as well as the basis for policies and decisions that affect individuals and society as a whole.

The Code on Access to Information (the Code) defines the scope of information to be provided, sets out the manner in which information is to be provided routinely or in response to a request, and sets out the procedures for releasing information as quickly as possible.

The Code authorizes and requires civil servants to provide information routinely or upon request unless there are special reasons. These reasons are set out in Part 2. These reasons will usually be cited if any request for information is refused.

Any request for information will be handled promptly and properly. If necessary, relevant staff will help citizens clarify their requests or refer the requests to the most appropriate department for processing. The relevant procedures will be kept as simple as possible.

The Code also sets out the procedures for requesting a review or making a complaint so that members of the public will know what to do if they believe that the provisions of the Code are not being properly implemented.

The Department provides publications and information free of charge or at a charge. If you need to make photocopies of information, the charges are as follows:

Black and white photocopying service on A4 or A3 paperUnless otherwise provided by law or the Secretary for Financial Services and the Treasury has approved other charging methods, the charge for single-sided photocopying service on A4 paper is HK$1.5 per sheet; the charge for single-sided photocopying service on A3 paper is HK$1.6 per sheet. (Note: Double-sided photocopying is counted as two pages. The above charges may be revised from time to time.)
