The payer of rates and government rent may be the owner of the property, the lessee of the property or any other person. The responsibility for paying rates and Government rent is a matter between the two parties to the lease and should be decided by both parties when discussing the lease agreement.
Rates and Government rent in Hong Kong are determined byRating and Valuation Department(Rating and Valuation Department, RVD) is responsible for management. If you need to change the payer information (such as ownership change, tenant change, etc.), you can do so through the following methods:
Change of correspondence address
If you only need to change your correspondence address but the payer remains unchanged, you can submit the change through the following channels:
- Through the Internet Change of rates and government rent payer's particulars"Serve;
- Call the Rating and Valuation Department hotline at 2152 0111; or
- Complete the Notice of Change of Rates and/or Government Rent Payer’s Particulars》RVD1006 (PDF) or the "Change of Payee's Particulars" form on the back of the "Demand Notice for Rates and/or Government Rent" (i.e. the rates bill), or notify the Rating and Valuation Department by letter, stating the property account number and providing the payee's name, new correspondence address and contact number, and then return it to the Rating and Valuation Department:

After completing the change of correspondence address, the Rating and Valuation Department will issue a "Confirmation of Change of Payee Particulars" to newAddress for confirmation by the payer. If you change your correspondence address via the hotline, change notification Will alsoShip to old address.
Please note: The correspondence address can be a PO Box or an overseas address. However, a DD, LOT, carpark/carport/parking space, signboard and antenna are not allowed as the correspondence address.
Change of payer
If you need to change the rates/Government rent payer, or if the current payer changes his/her name, you can make the change through the following channels:
- Through the Internet Change of rates and government rent payer's particulars"Services; or
- Complete the Notice of Change of Rates and/or Government Rent Payer’s Particulars》RVD1006 (PDF) or the "Change of Payee's Particulars" form on the back of the "Demand Notice for Rates and/or Government Rent" (i.e. the rates bill), or notify the Rating and Valuation Department by letter, stating the property account number and providing the new payee's name, correspondence address and contact number, and then return it to the Rating and Valuation Department:

When a new property owner/tenant applies to change the rates payer's particulars, he/she must provide the original account number. Therefore, when a property changes hands/is let out, both parties should handle the handover of rates and government rent accounts, including clarifying the account balance (i.e. "logistics") and account transfer procedures. For details, you can ask the transaction agent (such as a lawyer or real estate agent).
If the applicant is the original payer but is not sure about the name of the new payer, the original payer may request the Rating and Valuation Department to use "owner/occupier" as the name of the new payer. In this case, the rates and government rent bill will only be sent to the address of the property.
