Is there any income limit for hiring a foreign domestic helper?

There are income restrictions for hiring foreign domestic helpers (FDHs) in Hong Kong. According to the regulations of the Hong Kong Immigration Department, employers must prove that they have sufficient financial capacity to pay the domestic helper's salary and other related expenses during the two-year contract period. Generally speaking, the employer's household income must be not less than HK$15,000 per month, or have assets of an equivalent amount to ensure that the employer can meet the financial obligations of the standard employment contract. This requirement is intended to protect the wages and benefits of foreign domestic workers and ensure that employers are able to assume relevant responsibilities.

Employers of foreign domestic helpers (FDHs) in Hong Kong must meet the following income or asset requirements to prove they have sufficient financial capacity to bear the relevant expenses:


1. Income requirements

  • Monthly household income Must be no less than HK$15,000(Subject to the latest announcement from the Immigration Department).
  • If the family members include the employer and his/her spouse, the "total family income" is usually used for calculation and supporting documents (such as tax bills, bank records or letters from employers, etc.) are required.

2. Proof of Assets (Alternative Solution)

If you fail to meet the monthly income requirement, you can provide Proof of Home Equity, usually at least HK$360,000 deposits or liquid assets (such as stocks, investments, etc.) and bank certification documents are required.


3. Other statutory requirements

Minimum wage: The monthly minimum wage for foreign domestic workers is adjusted regularly by the Hong Kong government. HK$4,730(Please refer to the latest announcement).

Contract Protection: Must sign a standard employment contract (ID 407) and commit to provide:

Free suitable accommodation:(such as a separate room or reasonable private space).

Medical Insurance: Round-trip airfare and meal allowance (or free meals) to the place of origin.

Compulsory insurance: It is necessary to purchase employees’ compensation insurance and medical insurance for foreign domestic workers.


4. Notes

  • The Immigration Department will review the employer's financial situation and false declarations may violate the law.
