Main work
- Strengthen the channels of communication between the Government and the public; explain the Government's objectives, policies and services to the public; collect, evaluate and reflect the views and expectations of the public to the Government so that the Government's policies can be adapted to the times.
- Through the District Management Committee, it coordinates the implementation of various government services and public facilities projects in the region.
- To better serve the public through the work of District Councils and Caring Teams.
- Citizens are encouraged to participate in community building activities to cultivate the neighborly spirit of mutual assistance.
- During and after emergencies and natural disasters, help alert citizens, provide temporary shelters, and coordinate various support services and follow-up work.
- To monitor and evaluate the support services provided by the Government to new arrivals from the Mainland and ethnic minorities so as to enable them to integrate into Hong Kong society as quickly as possible.
- Carry out district minor works and implement building management measures to improve the living environment of the public; ensure that hotels, clubs, bedspace apartments and karaoke establishments meet safety standards; and issue licences for amusement machine centres, prize-winning amusements, public dance halls, lottery activities, mahjong/tin kau, tai bo na and competitions to promote business.

If our services fail to meet the promised objectives, members of the public have the right to request a prompt and detailed explanation from us. Citizens can make requests through the following channels:
- Meet the relevant supervisor; or
- Write to the relevant District Officer.
Simple verbal complaints will be dealt with promptly. For more complex written complaints, at least a preliminary response will be given within 10 days.

New Territories village houses exempted from paying rates
Introduction
Under section 36(3) of the Rating Ordinance (Cap. 116), the Director of Home Affairs may, under a delegated power from the Chief Executive, exempt from rates any bona fide village house situated outside the places specified in section 36(1)(c).
Eligibility
Generally speaking, indigenous residents of the New Territories or their immediate family members are exempted from paying rates for bona fide village houses they occupy.
According to the current New Territories rates exemption policy, “indigenous residents” refer to persons whose paternal ancestors were residents of the original villages in the New Territories of Hong Kong (excluding New Kowloon) in 1898. “Immediate family members” refer to parents, grandparents, spouse, children and siblings, as well as the parents, grandparents and grandparents-in-law of the spouse.
Application Method
Existing Village House
Applicants must complete the "Application Form for Exemption from Payment of Rates for New Territories Village Houses" [Click here to download] and then send it together with the required supporting documents to theDistrict Office. The relevant forms are available atCivil Affairs Consultation CenterRequest.

New village house
Newly built village houses refer to those village houses that are currently applying for a "Letter of Satisfaction" or "Letter of No Objection to Occupation". If the applicant has submitted a "Construction Completion Report" (CE/4 or CE/5) or other completion declaration documents to the Lands Office in the area where the village house is located, he/she must complete the "Application Form for Exemption from Payment of Rates for Newly Built Village Houses in the New Territories" [Click here to download] and then send it together with the required supporting documents to theDistrict Office. The relevant forms will generally only be distributed by the relevant district land administration office upon receipt of the "Construction Completion Report" or other completion declaration documents. Introduction
The Office of the Licensing Authority under the Home Affairs Department is responsible for enforcing Miscellaneous Licences Ordinance(Chapter 114), Gambling Ordinance(Chapter 148), Hotel and Guesthouse Accommodation Ordinance(Chapter 349), Clubs (Safety of Premises) Ordinance(Chapter 376), Amusement Game Centres Ordinance(Chapter 435), Bedspace Apartments Ordinance (Chapter 447) and Karaoke Establishments Ordinance (Chapter 573).

Chinese Charity Fund and Special Aid Fund
Introduction
The Chinese Charity Fund and the Special Relief Fund aim to provide emergency assistance to Hong Kong residents in urgent need due to natural disasters or accidents. The Chinese Charity Fund provides assistance to Chinese families/individuals in need, while the Special Assistance Fund is for non-Chinese families/individuals. All applications are subject to vetting by the relevant District Office to assess the financial hardship faced by the applicants.
Application Method
People affected by local incidents can submit applications to their local District Office. Applications concerning Hong Kong residents seriously injured or killed in disasters outside Hong Kong should be submitted to the Home Affairs Department through the Immigration Department.
